The Vietnam government has created the Vietnam Green Growth Strategy (VGGS), with the aim to achieve a low carbon economy and sustainable development while maintaining GDP growth. The VGGS provides country-wide goals but allows the 63 provinces within Vietnam to build their own programs for compliance, through the National Green Growth Action Plan. All 63 provinces are mandated to formulate their own respective Provincial Green Growth Action Plan and integrate them into their local 5 year and annual Socio-Economic Development Plans.
